Job purpose: To oversee and verify the compliance, adaptation, and legal approval of construction projects, ensuring alignment with national standards and legislative requirements, while facilitating collaboration with government agencies and managing site supervision.
Duties:
- Verification of external projects, their adaptation and checking their compliance with the standards and norms of respective legislation of the Republic of Azerbaijan
- Eliminating comments from the Fire Control Service of the Ministry of Emergency Cases and inspecting areas and ensure the project acceptance
- Development of construction inspection and technical opinion
- Scheduling meetings with state institutions, conducting negotiations, as well as making corrections to their comments and receiving positive opinions
- Verification of documents for selected areas and assistance in obtaining necessary documents from the government agencies
- Correct drafting of the terms and conditions of negotiations, letters and agreements related to resolution of legal issues.
- Prepare topoplans for the Real Estate Committee and set their coordinates correctly based on the topography
- Assisting with questions and solving problems addressed from the government agencies
- Development of the expansion project of Logistics and Distribution Center, including getting approval from the government agencies and construction supervision after completion.
- Supervising of the sites related to DC extension project
- Clearly dealing with public institutions
Requirements:
- Bachelor’s degree in civil engineering, Construction Management, Architecture, or a related field.
- 3-5 years of experience in construction project management or supervision, particularly involving compliance with local legislation and standards.
- Strong understanding of the construction regulations, safety standards, and fire safety requirements applicable in Azerbaijan.
- Proficiency in reviewing and drafting legal documents, agreements, and negotiation terms.
- Familiarity with construction inspection processes and ability to develop technical opinions.
- Proven ability to conduct negotiations with state institutions and effectively manage stakeholder relationships.
- Excellent verbal and written communication skills to articulate technical information clearly to various stakeholders, including government agencies.
- Strong analytical skills to evaluate compliance issues, address comments from regulatory bodies, and propose viable solutions.
- Ability to develop and manage project timelines, schedules, and site supervision, ensuring project goals are met efficiently.
- A keen eye for detail to ensure compliance with standards and accurate drafting of documents.
- Experience in preparing topo plans and understanding topographical data to set project coordinates accurately.
- Ability to work collaboratively with cross-functional teams, including construction teams, government bodies, and external stakeholders.
